Let's say I am developing a plugin for Visual and that uses mingw
compiler, would it be possible
to redistribute mingw ?

As in "bundled with"? Yes, that's permitted, but do please review
the licences, because you will incur some contractual liabilities.
In particular, remember that significant elements of what most users
will view as "MinGW", (and please: anywhere you refer to it in your
distributed documentation, spell it with proper capitalisation), are
distributed under the GPL; this requires *you* to be willing and
able to also distribute full source, (and this DOES NOT mean just
pointing users to our distribution service, or any other; you must
maintain YOUR OWN source repository), for as long as you continue to
distribute your inclusive proprietary bundle.
