To build the runtime, w32api, binutils, and gcc you would require a
cross compiler. Building the mingw-runtime and w32api is generally
deemed unnecessary because the binaries are provided by the MinGW team
and are required in the creation of a cross-compiler. If you want to
build binutils and gcc as a cross-compiler I would suggest referring to
the FAQ section on MinGW as well as doing a search for one of the many
cross-compiler build scripts available on the web.
