[MinGW-dvlpr] Info on porting Wine dlls and programs to Mingw

Here is a little guide I have put together if you are interested in
taking a look at building WINE on MSYS. Sorry its not better but I am in
the process of writing the same doc for the Cygwin and ReactOS
developers. 

There are some issues with the 64bit support in WINE's bastsd.h I havent
addressed or documented yet but the quickfix is just to comment it out.
