Even when the system locale is set to Chinese, you can still control the
separate code page of the console, either via the short cut property or
command line. On my system, I can see the following choices in the property:

* 437 (OEM - United States)
* 932 (Japanese)
* 936 (Simplified Chinese)
* 949 (Korean)
* 950 (Traditional Chinese)

However, it seems not every one of them works correctly, as also indicated
by the "Invalid code page" message when I do "chcp 932" manually. With the
system locale set to 936, I was able to correctly set code pages 437, 1252,
and 936. The selectable fonts in the command prompt properties will also
change accordingly.

I wish Windows could do more, but.... I now prefer to use Mac at home.
