My bikeshed is red and not blue.  I agree 100% with Aaron for the same 
reasons Aaron gives.  The name runtime-3.15 is too vague outside of 
MinGW.  The names mingw-runtime-3.15 or mingwrt-3.15 are what I would 
suggest.
