To my knowledge no one has built a MSYS expect or dejagnu, so you'll have to use Cygwin which has everything you need. BTW I presume that you're going to use a remote target board for the execute tests? I think you do this by creating a site.exp file that describes the board and how to telnet to it, and then dejagnu will take care of uploading the test binary and running it remotely. Or if you're using a simulator I think it's roughly the same process, except you can just do RUNTESTFLAGS=--target_board=avr-sim or whatever the simulator target is called.
