I'm trying to use=20

In fact one of my statement was wrong and due to a bug in my code.

While xmlParseFile() doesn't work with non-ASCII charactes name, I was able 
(through other means) to load the file as an UTF8 string and pass it to
xmlParseContent()

with the UTF8 char* pointer
