Mingw gives you direct access to the win32 API and the Microsoft C library (MSVCRT), and very little else. These unix concepts like signals and fork do not exist in windows, so there are just no functions to call. You can't expect to just compile posix code under mingw if it depends on these concepts, it will never work.
