In a sense, yes. One of the values of templated classes is that classes are
only instantiated as needed. But exposing the classes in headers means that we
also need to expose parts of the W32api that are needed by those classes.
More of it could be hidden I suppose if we used LoadLibrary/GetProcAddress to
get just the functions we need. There are other ways too.
The other performance issue is that to hide the w32api some developer has to
spend some time on it.
