So if your OEMCP is CP1252 in the registry, cmd.exe still 'boots' in CP850. Prints the version. Then changes to CP1252 (from the registry), and then prints the code page.

If it was like that, it would be the string versão which would be printed wrongly, not the active code page message. That is, it's even crazier, it seems to properly start as 1252, but specifically when printing the active code page, it uses 850.
