(You will need Perl to be installed.)  It worked for me.  With that,
you don't even need the Cygwin ca-certificates package, as you will
now be able to create the bundle yourself.

That downloads the certificates from mozilla.org instead of reading local data such as Firefox profiles, right? In that case, I think I would prefer to just download the bundle manually from cURL website. I have tested the ca_certificate setting in .wgetrc, but it accepts only one instance of that. It would be nice if I found a script for importing locally from Firefox or something, I found out one but it's old and didn't work.
