Well, here I have the "lib/gcc/mingw32/4.7.2/include/omp.h" too.
Maybe it's in the Dev-C++ side that the problem resides. I will investigate further.

My crystal ball says that by "no effect" you mean you still get an
error message about the missing header omp.h.  If that's true, then
your GCC installation is somehow botched or incomplete, because I
clearly see this file in the tarball:
