#99 excpt.h is diff than runtime's excpt.h

W32api's excpt.h is different than runtime's excpt.h.
At the very least, they should get merged. Even
better, since the defs of _try and _catch in
w32api/excpt.h are noops, it'd be nice to replace them
with warnings to look at the FAQ to figure out how to
use _try1 and _catch1 (defined by runtime/excpt.h) to
properly catch microsoft's structured C exceptions.

    The problem you report has caused modification in some fashion in the official CVS for the given package. The w32api and
    mingw-runtime official CVS reside in the winsup CVS directory tree for Cygwin. Those package CVS trees are periodically
    merged into the MinGW CVS tree. If you still find problems then please open a new report.
