I checked current winbase.h anon CVS HEAD(1.22?).
I still cant find MountPoint functions.

    The most up-to-date version of w32api can be found in the
    Cygwin CVS repository, which can be viewed using the web
    interface:

    rev=1.48&content-type=text/x-cvsweb-markup&cvsroot=src

    The functions are present in that source.
