    Note this is closed. Respectfully request it be reopened.

    Further research reveals that it is specific to dllwrap.exe
    under Mingw.

    It is not related to dlltool.exe error noted in bug report
    being tracked as 646577.

    New information: when substituting dllwrap.exe used by
    msys (/bin/dllwrap), under MSYS (uname -s), error goes away
    but creates new error with dllwrap.exe being unable to find
    the *.base file under /tmp.

    Reverting to Mingw (Uname -s) dllwrap.exe reproduced the
    error as follows:

    d:\msys\1.0\mingw\bin\dllwrap.exe: installation problem,
    cannot exec `g++': No such file or directory.

    It's a related issue. I'll leave it closed. You should
    refrain from using dllwrap anyway, it's deprecated. Even
    dlltool should be used infrequently.
