#1885 w32api missing winhttp.h/def

w32api is missing winhttp.h, and the import library for winhttp.dll. This library exists on Windows 2000 SP3, XP SP1 and above.

I have w32api version 3.13, but I have verified the lack of the header and def file in the cvs linked from cygwin.com

    The absence of this API isn't a bug; it is missing because no one has provided an implementation. Until someone, (why not you?), takes on that task, this will remain as an unfulfilled feature request.

    If you do choose to take on this challenge, do please remember that you must base your implementation exclusively on publicly documented sources, such as MSDN, without reference to Microsoft code, or headers, or indeed to code and headers from other projects, who may not share our understanding of fair use of such sources. Good luck with finding appropriate values for all those option and query flags, which MSDN lists by symbolic name, but without specifying an associated value.
