#1609 gmtime vs localtime

Running gcc 4.4.1 with Code::Blocks 10.05 on Windows-XP (32-bit) and noticed that gmtime and locatime return the same value (I'm in CST) unless the TZ environment variable is set. According to Microsoft documentation the Windows version of gmtime uses TZ if present and falls back to the time zone selected in the Clock Control Panel (which is set to CST on my system). It appears this may be a bug in the MinGW implementation of gmtime in that it doesn't mimic the behavour of falling back to using the CLock Control Panel setting.

    MinGW does not implement these functions. They come from your system provided MSVCRT.DLL.
