There is a lot of difficulty to know exactly which release is the best to install. The original mingw tool-set has an automated installer that worked exceptionally well for the purpose of installing the toolchain on windows based computers. However, the Current release setup is really difficult to figure out exactly what is required.
For example, The windows hosted compiler that are an experimental build of gcc 4.7.0 and do not require cygwin to be installed are dated December 19th 2011 for the windows 32-bit based compiler, and December 20th 2011 for the windows 64-based compiler. It'd be nice to have a stable release of both compilers including the other debug tools ( like gdb )
