minfx SVN archive

Fix for a rare bug found in a hugely warped space.

See bug #12501 (https://gna.org/bugs/index.php?12501). This was found by Tyler Reddy <treddy at dal
dot ca> while using the program relax (http://nmr-relax.com) in the bug report at
https://gna.org/bugs/index.php?12499.

Added a release checklist document in the style of the relax project (http://nmr-relax.com).

Merged r42 from trunk.

The command used was:

This is a minor feature release. Most importantly there has been a switch from Numeric python to
numpy.
