minfx SVN archive

Updated all the copyright notices for the new minfx project.

Previously the notice was pointing to the program relax (http://nmr-relax.com or
https://gna.org/projects/relax/).

Added the two missing packages 'minfx.line_search' and 'minfx.hessian_mods' for proper installation.

Rearranged the file layout so that all the package code is within the 'minfx/' directory.

This is for the distutils installation.

Added a bit more to the project description.

Added a rudimentary distutils setup.py file.

Initial check in of the minfx code.

The origin of this code is the relax project (http://nmr-relax.com or
https://gna.org/projects/relax/). Specifically the code was copied from revision r3461 of the 1.3
line located at http://svn.gna.org/viewcvs/relax/1.3/minimise/.
