#8 [preferences] Invalid Preference XML after saving with a pre

If a preference attribute is created for a Preference where the name is not set for the attribute, on saving the preference xml is left in an invalid state and subsequent Insight startup fails.

The workaround for this currently is to make sure that no preference attribute is created without a name, but this is not the ideal situation.
