Why do you think you cannot use LaTex 2e ?? LaTeX 2e is much better
with non-English languages than LaTeX 2.09 ever was (and with the
babel package, in particular, it is by now smoothly available with
almost any language you can imagine ...).
So give it a try. If you encounter any problems, write again.
