OK, I'm embarrassed.
I did look in the Package Manager and when I did not
see `array` there I incorrectly assumed there was not
a separate package.
I wanted to try the polynomial example at
and was surprised to find that the `m` option for alignment is not supported.
I thought this was part of LaTeX since long ago:
I'm guessing I was misinformed ...
Is the current status of MiKTeX on this intentional?
How should I proceed?
