#268 add patgen

Would it be possible to add binaries of the following
applications to MiKTeX?

patgen (http://www.tug.org/docs/liang/)
opatgen (http://www.fi.muni.cz/~xantos/patlib/src.html)

The trennmuster-opensource project at <URL:http: groups.google.de="" group="" trennmuster-opensource?hl="de">
maintains a word lists for generating new German hyphenation patterns (currently in experimental state).

Unfortunately, it is not possible to build hyphenation patterns with plain MiKTeX on Windows, currently.
