vmargin/graphicx order changes document size

    I'm using MiKTeX 2.9 set for letter paper. When I run pdftex on

    \documentclass{article}
    \usepackage{vmargin}
    \usepackage{graphicx}
    \begin{document}
    A
    \end{document}

    the PDF has document size 8.3 x 11.7 in (a4). The paper size is the correct
    8.5 x 11.0 in. If I put graphicx before vmargin, then I get 8.5 x 11.0 in for
    both the document size and paper size, which is what I want. Is this a problem
    with the packages or with MiKTeX?

    For some reason, MiKTeX had installed ieeepes, and this has an old version of
    vmargin. I uninstalled ieeepes and installed vmargin, and now it works fine.
    (My test case should have included the setpapersize command, but the problem
    was the old version MiKTeX was finding, not the missing setpapersize command.)
