Here is a log, I am passing to etex double quotes on the command line so that it can handle spaces. This trick is working w/o the -recorder option.
With the -recorder option, the file to to.texi is compiled, but the recorder file to to.fls is not produced, as instead etex tries to write a "to to".fls, which is an invalid filename in MSW.
BTW, using double quotes is an MSW specific trick. This amounts to use MSW specific syntax in TeX code. Well, this is fine as long as it is on the commande line, but other ways should be allowed.
Please note that under *nix double quote is a valid filename character.
I will post another bug concerning support for space in filenames w/o the use of double quotes.
The file attached is the C:/Users/Vincent/AppData/Local/MiKTeX/2.9/miktex/log/etex.log hinted at the etex output.
