Hi,
When in a cmd box with admin rights in Win7 I try the following command (in admin mode): initexmf --admin --mkmaps, I get the error mentioned in the title. The second line of the message is: log4cxx: Please initialize the log4cxx system properly.
This happens on MiKTeX2.9 fully updated on 3 different systems, one on Win8.1 x32, one win7 x32 and one win7 x64.
This does not happen when I do initexmf --mkmaps (no error message).
Uninstalling the miktex-log4cxx package and reinstalling it does not change the error message.
Same error on 3 different systems: Win10, WinXP x32, WinXP x64
I do not see the error message with the latest MiKTeX. Seems that the bug has been fixed in the course of development.

Lateset Update (August 01, 2016) seems to fix.
By the way, I did a roll back on Windows 10 and my update_admin. exe did not work again ... newest update via package manager (admin) fixed that.
During all this "TeXiFy.exe" (x64) does not work ... including newest. Right now I am using a batch file to repllace texify
