When I compile Texinfo documents using the -c and -p flags, the resulting PDF output has empty toc and index pages.
Using the GNU hello (ftp://ftp.gnu.org/gnu/hello/hello-2.6.tar.xz) manual as an example:
texi2dvi -c -p hello.texi
(hello.pdf has empty toc and index pages)
The only way I can create healthy PDF output, complete with toc and index pages is by omitting and the -c flag,
texi2dvi -p hello.texi
and then remove the auxiliary files manually afterwards. This is tedious and should not be necessary.
In previous MiKTeX versions (and in other current TeX distributions) I have used texi2dvi -c -p successfully to create healthy PDF files. I hope the highly useful -c -p combination can be repaired in MiKTeX.
