#1306 setup: regional settings conflict

I am trying to install MiKTeX 2.4 under Windows XP SP2.
The download and package installation are completed
successfully, but the application does not install.

A window comes up entitled 'Microsoft Visual C++
Runtime Library' containing the following text:

"Program: C:\texmf\miktex\bin\initexmf.exe

This application has requested the Runtime to terminate
it in an unusual way. Please contact the application's
support team for more information."

The MikTeX Setup wizard then ends with the message
"Reboot the machine. Then execute the shortcut
"Reconfigure" (in the MiKTeX start folder)." but I
cannot find the shortcut mentioned.

The log file is attached.

If this is the wrong place to post please, I would
appreciate being pointed to the right place.

I think I have located the source of the problem. I am
running Windows with the Regional Options set to 'Maltese'.
After changing the setting to English(US), the installation
    completed successfully.

    Thanks for the clarification jlborg.

The MiKTeX setup wizard was ending abruptly, with the OS asking me if I want to send an error report MS. Changing the Regional Option did the trick.
