Please provide a one line description of the feature:
-Our reqcert backend hard codes the CA server and instructions. It should be site specific.

How would the new feature work (appear in use)?
grid providers would configure their own certificate instructions in the server configuration so that cert request email handling can be semi-automated.

How would the new feature be implemented?
