To whom is this feature relevant?
- Everyone who uses MiG CPU TIME

Please provide a one line description of the feature:
- Add support for normalized CPU performance to make sure that cputime
makes sense.

How would the new feature work (appear in use)?
Give support for accurate CPU Times

How would the new feature be implemented?
Each resource are set to perform a matrix multiplication,
the time of that operation is then compared to the time performing the same
operation on the CPU we choose as reference.

Please provide any additional information below.
