Add feature support for not requiring migration script to physically exist

Feature enhancement to allow scripts to not actually exist, just doing a version check to see if it is up-to-date or error out. If it is out of date then it should check for the physical scripts to utilize and if not found error out specifying that the dependant schema is not at the proper version.
