#3 CTC Encoder has mismatch from Circulation state lookup table

Somehow CTC encoder cmodel of WiMax OFDM has
mismatches from Table 2210Circulation state lookup
table in the spec 802.16-2004.

The last state of the encoder could not be zero if
the Table 221 is used. So, another table is generated
in order to let the last state to be zero.
With the new table, Decoder is working fine, because
the last state always went to zero.
