#62 Add EJB 1.1 functionality

I am using an Application Server that does not support
EJB 2.0. When I change the XDoclet to use EJB1.1
instead of 2.0 I get the
error "org.xml.sax.SAXParseException: Element
type "ejb-local-ref" must be declared."

. My request is that the product also support
generation of EJB 1.1 ejb-jar.xml.
