#16 rewrite page layout

Just a quick note on the rewrite rules page. Putting
the Edit and Delete links so close to each other is a
disaster waiting to happen. Deleting a rule is an
irrevocable action. It should be off by itself where
it won't get accidentally clicked. I would put it as
the last link off to the right:

Edit Up Down Top Bottom Delete
