#17 Torrent archiver not marking all torrents complete

If the torrent archiver receives a set of torrents to download, but the service is restarted before it has a chance to complete the files then on restart:
* The outstanding requests are correctly queued in Azureus
* The downloads complete (assuming the original seeder is still available)
* But on completion, the resources are still marked as "to acquire".

TODO: Need to verify if a notification is ever sent for these messages.
