#10 Installer - NullPointerException

If one a compute job project resource tag file doesn't contain all the required tags, we get a NullPointerException while running publish_resources.sh.
Only the resources published prior to this exception get published.

Either fix this so that malformed tag files get skipped, or print a big error message and refuse to continue?
