#14 Make a distribution to providers

"Providers" = developers of the Java MAGEstk itself.
(In contrast to "consumers" who only use the MAGEstk
classes as they are)

Should contain :
- JavaGenerator HOWTO/README
- JavaGenerator source

No libs, ant.jar, xercesImpl.jar and xml-apis.jar needs
to be pointed at or downloaded by the provider
