#2 AI order "Return to Formation" fails

Sometimes when you give an AI Player the Order to
"Return to Formation" the Order (for example) "11
Follow 7" is given.
This happens 4 Ex. when you got 3 AI Players within a
Tank.
The Tank won't return to formation but just does nothing.
