Added optional endtime paramter to help alleviate
some unnecceary warnings that appeared when 
monitroing job was called from pxStatsStartup.py 
but that the monitoring did not occur during the same hour 
as the last pickle update.

Added support for new pxlib import and LanguageTools module.

Cleaned up[ parts of the code.
