Added this small utility that allows us to handle
time parameters in the config file. Using this, we will be able to cut
down the number of crontabs used by pxStats to only one.
This class also contains a crontab entry line builder for pxstats.
This will allow us to easily create a crontab entry for pxstats during
installation if required.
