To "make" the documentation from a fresh Ubuntu 16.04 install, one also needs to install python-docutils, like so: sudo apt install python-docutils Otherwise rst2man is not found during make. from the doc directory.

btw... on ubuntu and friends, it's better to use the python3 variety... of debian packages, so would prefer python3-docutils.
