New when I start the server it load a half and then it return me on to the desktop. I thought that it is some kind of plugin and I removed all the plugins from the .ini file but again it crash. Actually I tried 27 on Linux last night and had a seg fault.  So it appears that the problem isn't only with Windows.  I've gone back to 26 for the time being.  I'm guessing it has something to do with the 1.19 changes.

Yeah actually I get crashes on linux as well. I have a core dump, and the debug log lists this:

Program terminated with signal 11, Segmentation fault.
      #0  0xb3e3aeae in ?? ()
      #0  0xb3e3aeae in ?? ()

If the newest version is loaded, the server cannot be started.

1.19p27 is broken release. Please use 1.18p26 before 1.19p28 is released.

I now announce that p26 is now also called p28.

What is the sense of that. In this way p26 and p28 are same versions?
