If I have cloned the git repository, made some changes, and wish to submit those changes for inclusion in the project, what is the recommended procedure?

whatever you are most comfortable with. I have no strong preferences, and it depends how private you want to make it, but as you ask, I'd order it like that (most preferred first):
use any of the SF Trackers to attach a patch,
send a patch to my SF email account,
push directly to the "contrib" branch of the SF git repository (requires that you have an SF account which I will add to the list of allowed committers), or
provide a git URL (here or in a SF Tracker (possibly marked "private", though I can't tell how private this really is) or send it to my SF email account) from where I could pull your changes.
