#13 Web Service Generation - convert to document/literal style

Request to convert the SOAP message style from
rpc/encoded to document/literal because of performance
and industry recommendations.
Options:
1. Sun Web Services Developers Pack 1.6 (check if it
supports doc/literal)
2. Apache AXIS 2.0 (supports doc/literal)

Note: dotNET XML Web Services by default uses the
document/literal style.
