The retopology tool basically allows the user to freely redraw splines over a high polygon mesh. This way you can obtain an animation friendly and lower polygon model from for example a high polygon laser scan. I have worked with it in 3 differnt programs but find the one in zbrush to be the best: http://www.zbrush.info/docs/index.php/Topology Blender has this: http://www.blender.org/development/release-logs/blender-243/retopo/ Nevercenter's Silo has something similar to blender in form but a bit easier to use: http://nevercenter.com/about/features/ There is also cyslice that has been around awhile but I dont have any experience with it. Zbrush is in my opinion the best because it alows a sort of subdivision between the polygons you draw making it faster to obtain a detail mesh. It also is easier to rearange and edit the splines you have drawn.

It is called gsculpt http://gsculpt.sourceforge.net/ and among the many other things it does it features retopology with what they call "mesh drawing tools". See tutorial 4 here http://gsculpt.sourceforge.net/video_tutorials.html This is exactly what I was talking about in my previous post. Very much like zbrush in retopology in my opinion. It would be wonderful if meshlab included a tool exactly like this.
