#3 Table of all MAC addresses

It would be good to have a table in which all known MAC addresses
could be recorded with information about them. This would be
separate from the existing netloc (and config) tables which are tied
to specific nodes and are intended only for interfaces used in
existing mesh links at a specific site. The new table would also
include information about interfaces used as clients (e.g. for
scanning/link testing) as well as information about non-mesh
interfaces.

This would allow nodes to look up information about clients found
connecting to their node (for example they might be another
mesher scanning for nodes to connect to, or somebody who has
previously been seen connecting to nodes in a specific area). It
would also allow somebody scanning for nodes to find out about
access points discovered (it may be interesting to know about non-
mesh access points). Possibly the latter use may be better handled
by allowing registration of nodes which can be flagged as non-
Brismesh and excluded from most views of the network (this
approach would allow reuse of the existing structured information
which can be stored on nodes and the mapping facilities which can
use that).
