#19 Fully Operational node needs to have at least one interface

A Fully Operational node is one that has at least one
active interface with completed details. This is not
currently required and needs to be.

An active interface IS one with an External antenna
connected to a working Wireless card/Access Point that
is on 24/7.
EG 8dBi omni antenna on the roof connected to an AP
for people to connect to.

An active interface is NOT a grid antenna on the roof
waiting to connect to someone.
Nor is it a 2dBi antenna on the back of an Access point
in your house.
