The OpenGL/Linux ABI spec calls for using /usr/include/GL and /usr/lib.
See http://oss.sgi.com/projects/ogl-sample/ABI/

XFree86 4.0.1 and later build and install the headers and libs under
/usr/X11R6 but also make symlinks from /usr/include and /usr/lib to
satisfy the ABI spec.
