If the license does not comply with the Debian Free Software Guidelines (DFSG for short)(*) then the GLU library would have to go in non-free. Just in case anyone is wondering, I am the Debian maintainer for mesa. (*)They are basically the same as the Open Source definition, since the Open Source definition is based on the DFSG.
